The Ministry of Education is currently undertaking a comprehensive review of the Early Learning Regulatory System (the Review). The Review’s purpose is to ensure that the regulatory system is clear and fit for purpose to support high quality educational outcomes for our youngest learners.

This survey is on proposals for the person responsible role (also referred to as the ‘coordinator’ or ‘visiting teacher’) in home-based early learning services. These proposals are being progressed as part of the Early Learning Regulatory Review, but were originally developed as part of the Government’s Review of Home-based Early Childhood Education. The feedback you provide will be used to inform draft regulations for these proposals, which we plan to consult on next year.
