In 2018 the Government undertook the Review of Home-based Early Childhood Education to ensure the sector delivers quality education and care for children. The Review consulted on a number proposals, including for home-based educators to hold a Level 4 ECE qualification.

To implement the agreed changes over the next four years, we need to amend the Education (Early Childhood Services) Regulations 2008. This survey includes the draft regulations we propose to use to implement the changes, and the feedback you provide will be used to inform what is ultimately implemented later this year.
