Our Lady of Kāpiti enrolment scheme

Closed 25 Jun 2021

Opened 24 May 2021

Overview

The Ministry of Education has been working with Our Lady of Kāpiti School to establish a new enrolment scheme.

This is to assist the Board to manage the risk of overcrowding, provide a fair and transparent process for enrolment and to ensure we are making the best use of schooling facilities across the network of local schools.

If overcrowding occurs or is likely to occur at a State integrated school, the Ministry of Education must establish an enrolment scheme for the school.

Purpose and principles

The purpose and principles of enrolment schemes are set out in s71 of the Education and Training Act 2020. Click here for the purpose and principles of an enrolment scheme. (Right click to open in a new window). How these apply specifically to State integrated schools is outlined in clause 16 of Schedule 20 (right click to open in a new window).

The purpose of an enrolment scheme in a state integrated school is:

 (a) to deal with a situation where the school has, or is likely to have, more applicants for enrolment than there are places available at the school;

(b) to ensure that the selection of applicants for enrolment at the school is carried out in a fair and transparent manner; and

(c) to enable the Secretary to make the best use of existing networks of state schools.

In achieving its purpose, an enrolment scheme must, as far as possible, ensure that: (a) the scheme does not exclude local students; and (b) no more students are excluded from the school than is necessary to avoid there being more applicants for enrolment at the school than there are places available

Note that all students who are already enrolled at Our Lady of Kāpiti before the enrolment scheme commences are entitled to stay at the school.

This consultation process is about enrolment schemes, which determines the entitlement to enrol.  It’s important to note that a student’s eligibility to enrol may be different to their eligibility for School Transport assistance.  Further information about eligibility to school transport can be found here.

It’s important that we hear and understand community perspectives before we establish this new enrolment scheme at Our Lady of Kāpiti School – especially the design and practical implications of the scheme's priority criteria.  Please have a look at the map and overview information available for download at the bottom of the page before you participate in the consultation process.
