Overview

The Ministry of Education has been working with Te Rōhutu Whio to establish an amendment to their current enrolment scheme to include a special programme - Te Korowhio Reorua Hub.

A special programme is defined in Section 10 of the Education and Training Act 2020 as one that has been approved by the Secretary and

  1.  that provides –
  1. special education; or
  2. Māori language immersion classes; or
  3. any other type of specialised education to overcome educational disadvantage; or
  1. that is a programme  –
  1. that takes a significantly different approach in order to address particular student needs; and
  2. that would not be viable unless it could draw from a catchment area beyond the school’s home zone; and
  3.  to which entry is determined by an organisation or process that is independent of the school.

Te Rōhutu Whio requires an amendment to their enrolment scheme to include a special programme based on te reo Māori me ōna tikanga.

Students who meet the criteria for enrolment in Te Korowhio Reorua Hub and live within the Te Rōhutu Whio home zone must be enrolled ahead of out of zone students. Out-of-zone students who meet the criteria for enrolment in Te Korowhio Reorua Hub have priority in enrolment above all other out-of-zone students while special programme places are available.

All learners/ākonga who live within the home zone of Te Rōhutu Whio will have an entitlement to attend the school. This amendment does not change the home zone already approved for the school.

It’s important that we hear and understand community perspectives before we establish this amendment to the enrolment scheme at Te Rōhutu Whio – especially the wording of the proposed special programme.  Please have a look at the information available before you participate in the consultation process.

The amended enrolment scheme to include Te Korowhio Reorua Hub will commence from 01 January, 2022.

The purpose of an enrolment scheme is to assist the Board to manage the risk of overcrowding, provide a fair and transparent process for enrolment and to ensure we are making the best use of schooling facilities across the network of local schools. What happens next

After consultation is finished, the Ministry of Education will collate all feedback and process this information to ensure it meets the requirements of the Education and Training Act 2020 (Schedule 20, Clause 5). If the Ministry is satisfied that the enrolment schemes meets these requirements, the enrolment scheme will be finalised and provided to the Board. The school’s board must implement the finalised enrolment scheme as soon as practicable.
