Overview

The Ministry of Education has been working with Ashburton College to establish a minor amendment to their current enrolment scheme to include a special programme - Te Whare Manaaki. 

There are no changes currently being proposed to the home zone boundaries.

A special programme is defined in Section 10 of the Education and Training Act 2020 as one that has been approved by the Secretary and

a. that provides –

        i. special education; or

        ii. Māori language immersion classes; or

        iii. any other type of specialised education to overcome educational                    disadvantage; 

Ashburton College requires a minor amendment to their enrolment scheme to include a special programme (Te Whare Manaaki) which is a specialised programme for students who have been verified on the Ongoing Resourcing Scheme and require the additional support of a specialist facility.

Students who meet the criteria for enrolment in Te Whare Manaaki and live within the Ashburton College home zone must be enrolled ahead of out of zone students. Out-of-zone students who meet the criteria for enrolment in Te Whare Manaaki have priority in enrolment above all other out-of-zone students while special programme places are available.

All learners/ākonga who live within the home zone of Ashburton College will have an entitlement to attend the school. This amendment does not change the home zone already approved for the school.

The enrolment of out-of-zone students is governed by the provisions of the Education and Training Act 2020.

The amended enrolment scheme to include Te Whare Manaaki is proposed to commence from 02 May, 2022.

Comments can be made to Canterbury.EnrolmentSchemes@education.govt.nz by 22 April 2022.

Following the notification period, the Ministry will consider any comments received and the minor amendment will be finalised and approved. 

What happens next

At the end of the notification period, the Ministry of Education will read any comments and process everything to ensure it meets the requirements of the Education and Training Act 2020. If the Ministry is satisfied that the enrolment scheme meets these requirements, the enrolment scheme will be finalised and provided to the Board.
