Overview

The Ministry of Education has been working with St Joseph's School (Temuka) to establish a new enrolment scheme.

This is to assist the Board to manage a situation where there is more demand for enrolments than there are places available within the maximum roll, provide a fair and transparent process for enrolment and to ensure we are making the best use of schooling facilities across the network of local schools.

If there is, or are likely to be, more applicants for enrolment at a State integrated school than there are places available, the Ministry of Education must establish an enrolment scheme for the school. State integrated schools are not required to have a home zone but must accord priority to applicants for whom the school is a reasonably convenient school.

This proposed enrolment scheme identifies areas of reasonable convenience for St Joseph's School (Temuka) in the form of a Primary and Secondary Qualifying Parishes. These are based on the previously promulgated parishes of Temuka (proposed Primary Qualifying Parish), Pleasant Point and Geraldine (proposed Secondary Qualifying Parishes) that are now subsets of the larger Catholic Parish of Opihi (see maps below). 

It is proposed that applicants to St Joseph's School (Temuka) who reside in the Primary Qualifying Parish will be prioritised above applicants who reside in a Secondary Qualifying Parish and these applicants will be prioritised above applicants who live outside a Qualifying Parish. This is a format that has been consulted upon and agreed with the Catholic Education Office.

During initial engagement with the Board, concerns were raised regarding siblings of current students that reside outside the proposed Primary Qualifying Parish. Analysis of the distribution of students for this school indicates that this is likely to affect a very small number of applicants. For this reason, we are also consulting on a proposal to include an Additional Entitlement to Enrol provision in the enrolment scheme. This provision proposes that Preference Applicants who are siblings of current students at the date the enrolment scheme is implemented by the school will be considered Priority 1 applicants. If this provision is approved, it would not result in any risk of over-crowding due to the requirement for the school to keep within their maximum roll.

The enrolment scheme is proposed to commence from 24 April 2023 (Term 2).

Note that all students who are already enrolled at St Joseph's School (Temuka) before the enrolment scheme commences are entitled to stay at St Joseph's School (Temuka).

It is important that we hear and understand community perspectives before we establish this new enrolment scheme at St Joseph's School (Temuka) – especially the design of the enrolment categories and priorities.

What happens next

After consultation is finished, the Ministry of Education will collate all feedback and process this information to ensure it meets the requirements of the Education and Training Act 2020. If the Ministry is satisfied that the enrolment schemes meets these requirements, the enrolment scheme will be finalised and provided to the Board. The school’s board must implement the finalised enrolment scheme as soon as practicable.
