Thank you for your interest in the Highest Needs Review. Submissions have now closed. The next stage of the Review will be to analyse submissions received.

The final phase of the Review will be to develop options and solutions for change in 2022. The Review team will develop a report for the Minister with recommendations for Cabinet in October 2022.
