PBRF Review

Closed 6 Nov 2020

Opened 31 Aug 2020

The PBRF has been periodically reviewed, the last review was held in 2012/13. Government commissioned a review of the PBRF that commenced on 29 July 2019.

This Review examined the ways that the Government can continue to support research excellence by improving the effectiveness and efficiency of PBRF settings and ensuring that it delivers outcomes for learners, businesses, communities and New Zealand as a whole.

An independent panel was appointed by Associate Minister of Education Jenny Salesa and Minister of Education Chris Hipkins to carry out the Review of the PBRF. The panel provided Minister Salesa with a final report on 31 January 2020. The proposed changes and options that we are seeking feedback on are significantly informed by the recommendations made by the panel in its report.

Why your views matter

We welcome feedback from tertiary education and research sector organisations, staff and students on the PBRF Review through this survey.

The proposed changes and options for the PBRF that we are consulting on are grouped under three key objectives:

  1. Broadening the PBRF concept of research excellence;
  2. Enabling a more sustainable and diverse research workforce;
  3. Improving how Government supports research across the tertiary education sector.

We are also consulting on some additional operational changes to the PBRF that are designed to support these three key objectives. In total, we are consulting on a package of twenty-six changes and options – and this survey asks a number of questions to ensure we receive detailed feedback. Please refer to the PBRF Review Discussion Document for more information.

These proposed changes and options were developed in a pre-COVID context, however we recognise that COVID-19 has impacted research and research-led teaching in many ways. We are therefore also seeking feedback about these proposals in the context of COVID-19.

This survey will be open from Monday 31 August and will close at 5pm on Friday 9 October 2020. Survey responses will be anonymous. No individuals or their organisations will be identifiable in any reporting of the survey results.

If you have any questions about this survey, please contact PBRF.Consultation@education.govt.nz

What happens next

Feedback we receive as part of this targeted consultation will inform advice to Ministers, who will decide what to take forward. Final decisions on any changes to the PBRF will be made by the incoming Government.
