- Proposal 1 – Education and care services
- Element 1: Calculating teacher FTTE entitlement for Teacher Salary Subsidy
- Element 2: Calculating management funding for the Teacher Salary Subsidy
- Element 3: Determining the funding provided through the Teacher Salary Subsidy
- Element 4: Calculating the Operating Subsidy
- Proposal 2 – Home-based services
