The Ministry of Education is consulting on a single, mandatory Project and Programme Management Panel for School and Ministry-led property projects and programmes. We are seeking opportunities to improve procurement of project managers to better provide consistent quality, value for money and broader outcomes.
The Ministry provisions for and spends about $1.5 billion annually on infrastructure projects nationally, spread across more than 5,000 projects. A key enabling feature of each project or programme is the procurement of a project/programme manager (PM) to plan, deliver, control and close the project/programme.
The Ministry has multiple Project Management panels for various needs. Our aim is to bring these into one, fit- for-purpose and easy to use panel of pre-qualified suppliers that can service a diverse portfolio of works. These range from low through to high complexity projects/programmes that support schools nationally or within a region.
The single panel will contain suppliers with local, regional and national capability as well as suppliers with different qualifications and experience to support low, medium or high-risk projects and work programmes. Suppliers who are experienced and qualified in delivering Kura Kaupapa Māori projects will also be indicated.
The new Project and Programme Management Panel will replace the Major and Minor Project Management panels and will be the single panel from which to engage project or programme managers.

The consultation will run from May 1 to May 29. Once you’ve read the consultation document, you can provide feedback via our online survey in the link below. There are also four, online hui opportunities for discussion and questions – two for schools and two for project managers.
