Te Tāhuhu o te Mātauranga | The Ministry of Education is currently working with the Boards of Morrinsville School, Morrinsville Intermediate, and Morrinsville College to establish new enrolment schemes. We are also aiming to amend the existing enrolment scheme for David Street School.

The purpose of enrolment schemes are to assist school Boards to manage the risk of overcrowding, provide a fair and transparent process for enrolment and to ensure we are making the best use of schooling facilities across the network of local schools. Enrolment schemes establish a home zone boundary to ensure all learners/ākonga can attend a reasonably convenient school. Learners/ākonga who live within a school's home zone boundary have an entitlement to attend. Those that live outside the home zone may be accepted only where there are sufficient out-of-zone places available. If there are fewer places available than there are applicants, their acceptance is subject to the outcome of a pre-enrolment process called a ballot.

(Note - students already enrolled at a school before a home zone is implemented or changed are entitled to stay at their current school).

It’s important that we hear and understand community perspectives before we implement amendments or new schemes – especially the practical implications and whether the amended boundaries accurately and logically reflect the local area. This consultation process is about enrolment schemes, which determines the entitlement to enrol.  It’s important to note that a student’s eligibility to enrol may be different to their eligibility for School Transport assistance.  Further information about eligibility to school transport can be found here https://www.education.govt.nz/school/property-and-transport/transport/sta-eligibility/

The Ministry of Education is currently undertaking consultation about the proposed changes and new enrolment schemes. You can have your say by:

The Ministry will consider all feedback and liaise with school Boards before making a final decision. The new schemes and changes will come into effect for the beginning of Term 1 2024.

What happens next

After consultation is finished, the Ministry of Education will collate all feedback and process this information to meet the requirements of the Education and Training Act 2020 (Schedule 20, Clause 5). Where the Ministry is satisfied that the proposed enrolment schemes/enrolment scheme amendments meet these requirements, the enrolment scheme will be finalised and provided to school boards. School boards must implement the finalised enrolment schemes as soon as practicable.
