The enrolment scheme for Papakura High School has now been established and the amendment to the enrolment scheme for Alfriston College has been completed.

  1. Presence of an overlap between Papakura High School and Rosehill College and effect on housing prices

Ministry Response: Under the Education and Training Act 2020 school zones can be drawn to overlap and we do that for a variety of reasons to manage a particular network of schools. In this case the overlap allows for all of Papakura Intermediate students to pathway to Papakura High School and avoids a split in the cohort.

 

  1. Request for further overlap from Airfield Road to Walters Road

Ministry Response: The extent of this overlap requested as an inclusion within Papakura High School main zone is quite significant; It would include 200 secondary age students and would geographically span too far into the Papakura High School main zone. This would not be advisable from an overall network perspective.

  1. Presence of large overlap area between Alfriston College and Papakura High School on the eastern boundary.

Ministry Response: Under the Education and Training Act 2020 school zones can be drawn to overlap and we do that for a variety of reasons to manage a particular network of schools.

The eastern boundary overlap between Alfriston College and Papakura High School -- Students coming from more rural areas could have the option to go to a school with a more rural character. The capacity available at both schools indicated that a rural overlap would not detrimentally impact the roll at either school.

  1. Request for overlap with Rosehill College zone only till the Papakura Intermediate zone boundary and not the larger overlap till Pukekohe High School zone.

In this case the larger overlap area has been consulted on and this option will absorb growth from Kingseat, Karaka and Drury West. This option provides the most flexibility to manage the network of schools in the short term.

The Ministry of Education is currently working with the Board of Alfriston College to amend its current enrolment scheme and the Board of  Papakura High School to implement a new enrolment scheme.

Enrolment schemes are needed to help manage enrolments across schools.  This allows Boards to manage the risk of overcrowding, provides a fair and transparent process for enrolment and ensures we are making the best use of schooling facilities across the area.

Enrolment schemes do mean that choice is limited in this area – all families will have entitlement to attend a school that is reasonably convenient to them, but won’t have the same entitlement to enrol at other state schools.  (Note - students already enrolled at a school before a home zone is implemented or changed are entitled to stay at their current school).

It’s important that we hear and understand community perspectives before we implement amendments or new zones – especially the practical implication and whether the amended boundaries accurately reflect the area.  Please have a look at the maps and overview information available below before you participate in the consultation process. 

This consultation process is about enrolment schemes, which determines the entitlement to enrol.  It’s important to note that a student’s eligibility to enrol may be different to their eligibility for School Transport assistance.  Further information about eligibility to school transport can be found here https://www.education.govt.nz/school/property-and-transport/transport/sta-eligibility/

The Ministry of Education is currently undertaking consultation about the proposed changes and new enrolment schemes. You can have your say by:

Consultation will run from Wednesday 7th July, until Friday 13th of August. The Ministry will consider all feedback and liaise with the Board before making a final decision. We expect the School community to be updated about progress made about mid-Term 3 The new schemes and changes will come into effect for the beginning of 2022.
